The International Federation of Red Cross and Red Crescent Societies (IFRC) was founded in 1919 in Paris in the aftermath of World War I. The war had shown a need for close cooperation between Red Cross Societies, which, through their humanitarian activities on behalf of prisoners of war and combatants, had attracted millions of volunteers and built a large body of expertise.

A devastated Europe could not afford to lose such a resource. It was Henry Davison, president of the American Red Cross War Committee, who proposed forming a federation of these National Societies.

An international medical conference initiated by Davison resulted in the birth of the League of Red Cross Societies, which was renamed in October 1983 to the League of Red Cross and Red Crescent Societies, and then in November 1991 to become the International Federation of Red Cross and Red Crescent Societies.

Finance Manager -Norwegian Red Cross

Job Description:

  • The overall purpose of the Finance Manager (FM) is to account, monitor, control, manage and report Norwegian Red Cross (NorCross) funds and budgets at country level through results-based project management and risk management. The Finance Manager will be contracted by the IFRC with whom NorCross has established an Integration Agreement. The Finance Manager will be under the direct supervision of the NorCross Country Program Manager in Nigeria and report functionally to the NorCross Regional Finance Unit and Manager in Nairobi.
  • In her/his capacity as Finance Manager, s/he is ultimately accountable for the budget and finances under the responsibility of the Nigeria Country Office. As a member of the country management team, s/he contributes to the decision-making process with a particular focus on financial and administrative matters. Carry out financial analysis and supervise the accounting activities. S/he ensures that financial management is in line with Norwegian Red Cross policies and procedures and complies with Norcross contractual obligations. The position holder is expected to maintain high standards of integrity.
  • This position is based within the Norwegian Red Cross country office in Abuja, Nigeria.

Job Duties and Responsibilities

General Tasks

  • Overall responsible for accounting and financial management of Norcross Nigeria Country Programme funds and office.
  • Responsible for quality assurance of accounting and financial control as per Norcross policies, rules, and regulations
  • Participate in the annual planning and budget process.
  • Ensure regular financial reports are prepared as per Norcross requirements and obligations.
  • Perform regular field visits and ensure adequate internal controls are in place.
  • Proactively report regularly to the CPM about changes, problems, and suggested solutions
  • Provide guidance and finance-related support to CPM and other Norcross staff to carry out their tasks effectively and efficiently.
  • Participate in internal meetings.
  • Follow up on and assist in the implementation of audit recommendations.
  • Ensure adequate controls and measures within the Norcross country program to prevent fraud and corruption.
  • Be well aware of Norcross’s objectives and activities in Nigeria.

Management and supervision of finances

  • Maintain a complete overview of the Nigeria Country Programme finances, tasks, and responsibilities.
  • Set up and continuously appraise the procurement systems/processes that meet Norcross and donor procurement standards such as value for money, effectiveness, timeliness, and quality products/services.
  • Review payment vouchers prior to presentation to the CPM for final approval to ensure compliance with financial procedures.
  • Consolidate and validate monthly cash forecasts.
  • Facilitate, manage, and control the timely transfer of funds to the partner, NRCS to ensure that NorCross-supported programs are implemented efficiently.
  • Monitor project transactions monthly including project advances & liquidation and ensure that project accounting returns are received promptly in Abuja.
  • Ensure the monthly project accounting returns are complete and accompanied by adequate supporting documents including bank reconciliations and cash counts where necessary.
  • Perform regular visits to project sites and ensure adequate internal controls are in place.
  • Collaborates with NRCS counterparts to ensure that financial documents from branches are received and processed on a timely basis.
  • Represent the organization on financial-related issues both internally and externally.
  • Participate in finance meetings requested by the NRCS and/or other partners in support of NRCS.
  • Direct supervision of Norcross Finance officer

Administration

  • Assist the CPM in the maintenance of Norcross country and field offices and equipment as necessary.
  • Facilitate and manage office supplies.
  • Assist the country office in local purchases.
  • Maintain inventory of all assets.
  • Maintain, and manage contracts and agreements with local suppliers and service providers as required.

Reporting

  • Ensure regular financial reports (C4.2 & C4.3 including reconciliations, tertial, and annual reporting) as directed by the Regional Finance Unit in Nairobi.
  • Ensure monthly reconciliation of finances, monthly cash count, and monthly BVAs/ GRMs
  • Ensure adherence to Norcross and back donors’ reporting requirements policies, guidelines, and procedures.
  • Implement mechanism of compliance in collaboration with RO

Qualifications and Requirements:

  • Bachelor’s degree in accounting or finance or High Education (University or Institute).

Preferred:

  • Professional certification (ACA, ACCA, CIMA, etc.)

Experience

Required:

  • Minimum 5 years of work experience in a similar function or a senior role with a humanitarian organization.

Preferred

  • Experience working in the humanitarian sector.

Job Duties and Responsibilities

General Tasks

  • Coordinate and prepare monthly cash forecasts for the NorCross supported projects in Nigeria.
  • Coordinate transfer of funds to the relevant NRCS branches
  • Receives the clearance documents from branches and prepare monthly reconciliation.
  • Liaise with NRCS Branch Finance Officers to ensure timely submission of their financial documents.
  • Verify the validity of invoices, ensure proper level of approvals and make timely cash payment.
  • Ensure that financial returns submitted by the branches and in accordance with SRCS and funding partners’ regulations as per contractual obligations.
  • Participate in the monthly financial follow-up meeting.
  • Maintain the consolidated accounting records for the projects/branches supported.
  • Be responsible for maintaining the filing of all accounting documents submitted by the branches
  • Assist NRCS counterparts to prepare ad hoc budget requests (Trainings, field trip, etc.)
  • Prepare a weekly list of outstanding WADs and dispatch them to the field.

Management of cash

  • Be responsible for managing the Petty Cash box for Nigeria Country office expenses.
  • Make cash payments for various expenses and make the relevant entries in the cash book as per SRCS financial procedures.
  • On a daily basis submit cash control and cash statement to the Finance Manager.
  • Prepare monthly Bank order (funds send to all branches)
  • Submit the final Bank order request to the Finance Manager for final validation.
  • Prepares the monthly bank reconciliation for review and approval by finance director.
  • Ensure that monthly cash counts are documented and witnessed by a third-party

Filing and archiving

  • In charge all the all filing of Finance department
  • File all current accounting vouchers in an orderly manner.
  • Ensure all copies of vouchers after accounting closure are filed in an orderly manner after dispatch of the originals to funding partners.
  • Archiving of all financial documents for the stipulated period

Programme support

  • Provide technical support to Programme Officers supervising the implementation of NorCross-funded projects at Borno and Benue.
  • Travel regularly to project sites and branches to provide support.
  • Participate in the training needs assessment for the branches supported.
  • Ensure branches are following the standard and agreed-upon financial procedures and policies.
  • Ensure the branches have the necessary equipment and tools for bookkeeping/accounting.
  • Assist in disseminating the Finance procedures and policies including the anti-corruption and fraud policies to the branches and to the project staff.
  • Assist the Finance Manager in following up and implementing audit recommendations.

Qualifications and Requirements:
